Nav map ruler & protractor don't work

I've got a problem with my navigations map. When I use the ruler & protractor, whatever I draw is always about 4 cms away from where I draw it. It's like the tools and map are somehow out of aligment. Just can't draw a line where I want it and I am in the middle of tracking a convoy

The other map tools work fine.
It does it both in career and in single missions.
The mods I am using are GWX 2, Wolf's U-boat 1.2. I also use SH3 Commander and the SH3 1.4 patch.
What's going on? I've not even had anything to drink yet!
