Radar Contacts without Radar?

I have a submarine in the early war without radar equipment, but I have radar contacts!
Is it possible?

Those "contacts" are reported positions that are radio transmitted to you from Base.

The radar equipment accessible in the sub is for surface search radar, that you can acquire later on (SJ Radar). However, you likely already have SD radar, which was a range-only (bearing approximate) air early warning radar. You have no control over the SD radar - if you have it is always on when surfaced, and will report radar contacts, which are aircraft. It will give you plenty of time to dive well out of danger though, so you needn't risk toughing it out against air threats.

As has been well answered all fleet boats have air search radar installed and operating whenever surfaced by default. Although it can be turned off once you have surface search installed (more radar control icons get enabled) until then you cannot turn it off. If you have map updates turned on and you click on the contact, you will see it's "very fast." This is the designation for aircraft.
