Where and how do access and turn on the radio programs?

The stock game gives you very limited news/music. Check in the SH4 mod forums for the thread titled 1.4 compatible mods. There is plenty of news and music mods

The button is located on your hud, the same button that gives you various sub views, the grammaphone. The camera icon on the hud will take there.
