I've noticed recently that when in external view and close to shore whenever I turned my mouse look there are graphics tearing. Is this a Mod problem? Didn't have that before.

I've been seeing this in all stock versions so far. Seems to be something related to your sub's position being far away from the shorline. The more complex or elevated the shorline, the more broken.

Actually I did not exp. that until I put in ROW along with that I also got the Jello water, and despite how great it looked and the ship, moved I decided the increase in those areas was not worth the loss of seeing all the land around me torn to shreds, so I removed ROW and no more problem

I think you're talking about the effects of not turning on "vertical sync" which has the downside of causing a lower FPS.

Force vertical sync on your card and click it in the option screen in the game.
