Recon Problems / Mission

So here's a problem, I have to go to Recon mission at Kyoto, and I get there, and there are NO ships to lock on to take a photo, how the heck do you complete this mission?

Modded or stock game? I have not had this happen to me in the stock game.

I think its possible modded or stock since harbor traffic is random groups as opposed to scripted units.

Since harbor traffic is random groups ,like weather,it may have changed.

same problem here

i waited a long time on the photomark..

after some days i just attacked all the ships that were harboured, pretty easy targets because there were only merchants and the subchaser wasnt that aggressive

now im at the top of the ranking with 89000 tonnages

good hunting!

(only attack with the gun, not with torpedo's they won't hit)
