Could This Aspect Of The Periscope Be Fixed?

I'm not sure if this is historicly accurate, but it bothers me that the periscope either raises, or lowers fully. Unlike in SHIII, where you were able to raise the scope gradually, and keep it just above the waves, in SH4, it's full up, or full down. No in between.

It makes absolutely no sense to me to think that the scopes on the American subs were unable to raise\lower in increments, so I wonder if this could be fixed. Did anybody else wonder about this?
