Download Amount ?

Recently I had to re-download SH3 and my intention was to re-download the mods that I needed for the game to be to my satisfaction .
When suddenly I get this message , Sorry ! You have exceeded your daily download amount .
Is there a new rule regarding downloads ?
Is this temporary ?
If not ? Shall we need ration cards as they used during the home front , this would add realism to the game !
Mind you I am not peeved , just surprised and curious to find out ?
