Can onbaord video ie the intel media acceerator run silent hunter 3. I am llokng at buying a cheapish laptop and wnat to be able to play silent hunter 3

Depends on what on onboard video it is,
if its DX9 or DX10 and has at least 128Mb ram you should be fine, although dont expect a great framerate.

SH3 runs very well on my laptop with onboard video, rather than a dedicated card (Hewlett Packard Pavillion), mind you, that is geared toward use as an entertainment laptop, it having 2 gigs of RAM. No chance with SH4 as it hasn't got Pixel Shader 2.0 support.
