Should my personel folder be in my documents or in the sh3 folder.

I take it you mean the Personnel Files folder created by the Sh3Commander?
That should be in your Documents folder.

Yes, SHIII Commander stores their files in your documents. Don't forget you can change your personell picture and how you end up if your U-Boat is sunk.
