Editing Crew

Well I have a couple of questions but from what I 've read so far I don't think anyone has gotten to this point yet, but here goes anyway.
Can you promote Officer past Lieutenant ? I have editied the file in every way to promote my Lt's and they will not go past Lt no matter how much Exp they have. If I put them Manualy at level 13 and change everything to LtCdr in the file then their rank insignia disapears and they are stuck with a crewman pic.

secondly is ther a possibility for the The SH3 Commander to be Modified for SH4

You an promote crew via SH3CMDR, but I am not sure how high, and they have to conform to the structure of SH3.
J. Jones says he will not develop a SHIV CMDR. There was some one who was going to develop a similar program, but I don't think it happened.

I tried to install it to SH4 but it wouldn't sork ... so how would i install SH3 commander into SH4 ?
