Increase fanatical chance?

I have 2 crew members with this ability "Increase fanatical chance", anyone knows what that means:hmm:

Search 'fanatical chance' and get about 8 or so hits. Some of them were... uhhh.... political in nature but the link above discusses local abilitys for the game.
