TM 1.3 crush depth

I was taking my new Balao out to sea trials and went to the deep diving test. I Pressed 'D' and went down until the gauge read 558 feet and then the sub wouldn't go down any further no matter what I try to do.

How do I complete my mission if I haven't reached crush depth and it won't go any deeper?

I tried this earlier with a Gato (not in campaign just randomly during a single mission) and had the same result, went to 558 and wouldn't go any deeper. Once I ran my batteries down to nothing, I sank further and eventually crushed (I think it was well past 600 feet) but is there no way to go further without running your batteries out?
