Question about flotillas and sub availability.

I just got upgraded from my Gato to a Balao in early '43 (exact date escapes me at the moment) and I know there is a problem with subs being retired and I've read some of the fixes. I did take a look in the flotilla.upc and noticed that the dates for the Balao being available are different for each flotilla:

Wouldn't changing the flotilla dates so they match, solve the retirement problem?
