What is the weather mod?

Hello everyone,
I wish to d/l the weather mod that allows for more realistic weather. I have been reaching my patrol grid, only to have the same huge storm wreck havoc on my patrol, then to have completely glass-like seas when I return home.

1. What is the mod?
2. I am playing GWX1.03 loaded via SH3 Commander. What are the steps to d/l the mod? All I have to do is d/l the mod and run it? or will there be some steps in changing the program or running JSGME, both of which I know nothing how to do.
