Sub School - Can't turn on Radar?

I'm trying to complete the Convoy Attack mission in Sub School. It tells me to use the radar screen to find the convoy. However, when I go to the radar station I am unable to turn radar on. I click the buttons but nothing happens. Am I missing something here?

It doesn't work that early in the war.

Misleading training instruction. As mentioned, scenario was created to sim a time before radar. Don't need it anyway as the convoy comes into full vew within a few minutes
