Two questions, I have SH4 on my hard disk half hour, with 1.2 patch ..............

My english is just basic, so sorry................

1. External view (F11 on keyboard) - when I hit . (dot) like in SH3 my ship is
far away, and mose wheel (zoom) don't work (Logitech MX518 mouse),
strange, on bridge mouse wheel is working, it is OK ?
I looking for SH3, closer to my ship view, You know...........view snap to my ship.

2. In RADAR ROOM there is many little lights, the are blinking like crazy,
(green and red lights) - it is normal ???

That's all this time :-)

I do not have a mouse wheel so I can not answer this one.

Blinking red and green lights. Normal for the game, yes.

Has the blinking lights in conning tower ever been explained? I remember seeing an early video of the game and thinking those blinking lights were a bug. I was still thinking it was a bug that just hadn't been fixed yet. When I visited the USS Pampanito several years ago, I don't remember lights flickering like that.

I think it is supposed to be the christmas tree as they called it. One panel changed colors as the vents were closed for diving. I think they are in reverse. Also, he might mean the lights for the torp tubes blinking when the tube is loading. I'm not sure. I do not pay much attention to them myself.

if it's what i'm thinking, yeah it's for the vents, but i forget what color means what, only that white is good on a u-boat

The red/green board to the right of the planesman in the control room is the xmas tree.

I honestly think the lights in the conning tower were put there, just for show. They blink, they must be doing something, right? *cough* My other guess was tube status indicators since the launch button is right there, but they do not match tubes at all, so i think its just for show. Extra "flash" for the mass market.

Blinking lights are an accurate representation of power indication lights of the period. There are similar ones on the lighting power board at my place of work from the same era, 3cm ceramic with what seems to be a trembling flickering filament in the center during normal operation.
