Silent Hunter 4 v1.2 game questions

Hi
I've got some questions about how to play the game
1.promotions: I'm doing 'career' and I'm at the 4^ mission; I've seen in the sub management panel a list of symbols 'promotions', the help says 'drag this one on the high-lighted guy', but when I drag it nothing happens; how it works?
2. can I enlist people like going somewhere and enrole (I read iT wa spossible in SH3 with barracks)

1. When you click and hold on a promotion if there is a crew member who is eligible they will have a thicker box around them. Drop the promotion on them.

2. Yep. In dock. Click sub. Hire from the left.
