Because in reality it took so long to reload torpedoes. There was just one type of submarine with advanced loading mechanism during the war - the German Type XXI submarine.

To send a contact report you must have visual contact with an enemy vessel.
Visual contact with an unknown vessel is not enough, neither is a radar or sonar contact.

You can send status reports any time.

Did you have silent running on? They won't load at all with it on. Also, in options do you have Realistic Re-loads checked?

Just a couple of thoughts

Clay, if you put you mouse over the tube loading you will see a number such as this 10/100 etc. As time progresses you will see the first number going up 99/100 then 100/100 or fully loaded. Again, place your mouse over the tube loading to get these numbers. You can find the torps loading by hitting the T key. As far as how long it takes...green crew?

I've noticed they load quicker if you are at battlestations.

And for the status reports, I think there is a "cooldown" period where you can't send more contact/status reports.... seems to be an hour or two.

I think the contact reports only work for enemy convoys rather than single ships. Recently when I tried to send a contact report, I could only do so when I had a minimum of 3 merchant ships visible.

Regards
