Taken several Snaps of Tokyo Harbor-still mission incomplete?

Just got SHIV and am loving it, on second mission and I have to recon Tokyo harbor.

So i am happily clickety-clicking pics from my Obs periscope of Japanese vessels, but it still says mission incomplete, even though i've reached the waypoint and taken the recon photos.

i have pics of about 4 different japanese ships, but still no mission complete confirmation.

am i doing something wrong or is it a bug?

You have to be within a certain range and take a certain number of photos.
