I don't know, but the little pipsqueak navagator I have sounds like someone's kicked him in the junk and he decided to ease the pain by sucking down helium.

Yeh my crew all sound like jockeys!, or at least like they have injested vast amounts of helium whilst inflating a number of party ballons.

Honestly I think their voices would have broken by the time they were old enough to join the navy

The voices are simply one "standard" voice file recorded and then adjusted to different pitches to make it sound like they were recorded from different actors. Load up the voice files in an advanced sound editor like GoldWave, and you'll see (and hear) what I mean.
