Cant promote after first patrol?

All,

Got back to Pearl Harbor after my first career mission. My crew screen says I have 5 promotions to hand out. When I hover over the promotion it says "click and drag to highlighted crew member".

No matter what I do I cant promote ANYONE. The only thing I can think that is causing this is each crewmember has a experience number (ie 1950/2500). Maybe the crewmember has to have 2500/2500 to be promotable??

I just dont want to waste 5 promotions by thinking I cant promote anyone yet.

Yeah, crewmen need to have full experience to be promoted, at ranks 3, 6 or 9. That is, when passing into Petty Officers ranks, Chief Petty Officers or officers.
