Those who failed to attend classes or training, after intensive one-to-one advice and support, could be issued with an "attendance order" obliging them to attend.

It would be a criminal offence to breach this order which would be subject to prosecution and an "appropriate penalty", the Green Paper said.
This would mean a criminal penalty for a breach of a civil order - in the same way as Anti-Social Behaviour Orders are pursued in the criminal courts.
Or alternatively, the young person could be issued with a fixed penalty notice requiring them to pay a fine.

Mr Johnson said a simple £50 fine could be used to enforce attendance "without having to clog up the courts."
If the fixed notice was neither paid nor challenged, then the young person could be prosecuted in the youth courts and issued with a referral order which would set out an "appropriate intervention".
"Breaching a referral order or not paying a fine will lead the young person further into the youth offending system," the Green Paper added.

I want some of the **** this guy is smoking, 'cause it's obviously waaay stronger than the stuff I sometimes get.

I really cannot see what the use of this will be; better to spend the money on improving existing schools and communities and allowing teaching staff to assert discipline in their lessons without fear of prosecution in our state schools.
Yet another example of a stupid idea, most likely suggested in jest by some pencil pushing civil servant, only to be taken and run with by the moron politician he has to work under.
Why oh why do these folk insist on treating the symptoms of a problem instead of addressing the root cause of the social end educational (read basic intelligence) disadvantages faced by many young people in the UK today?
More pie in the sky thinking by do-gooders who think they know what's best for you and I. Nu-Lab mantra: do as I say, not as I do, pay as I say not as I do, same old same old.

I guess I can now see the benefit of having parents who cared enough about my education to save enough money to send me to a private boarding school (public school) from the age of 12 to 18.
But on the other hand, I know a good many people who left school at 16 to start work (usually because they had to - money) and now have a good living in an established trade they learned on the job. Most of them are better off than I am due to the fact they started their earning career about 5 years before I did; after GCSE and A-levels I went on to university to study the arts (ok, whatever, but it was what I was interested in back then), like others I know who have degrees in all sorts of interesting and highly specialised things, none of them are working in the areas they studied for, because 1) there were no jobs at the end of it. 2) employers were often more interested in applicants with previous work experience over someone who was 'wet behind the ears' straight out of university.
And if they are working in their chosen field they (some) get paid sod all; my better half has GCSE's, A-levels, a degree in post excavation archaeology and a masters degree in osteology, all of which she either funded herself whilst working as a cleaner etc or has to pay off the Student Loans people at an exorbitant rate (SL have no been sold off by the government into the private sector according to what I heard on the news yesterday... BOAMB!!!!!!! but lets not get into that here). So, after all of that hard work and educating, would anyone like to hazard a guess as to how much she earns now?

£20,000.00 - £25,000.00 pa? £30,000.00 - £35,000.00 pa? Bearing in mind she has now been working full-time in archaeology as an illustrator and osteological specialist for a little over 5 or 6 years.
















£15,000 per annum, before tax.


Whilst I cannot attribute this last to the current government or any previous to it, it just goes to how how little you can sometimes get back for a whole deal of hard work and effort and debt.







Utter idiocy. All of it.
