Question about Basic.cfg

I try do a some changes in basic.cfg, but there is some lines whitch I dont know what this lines for.

[DAMAGE]
OpenComp=1 <-
PartiallyOpenComp=0.5 <-
EnclosedComp=0.1 <-

[COMPARTMENT]
NumberOfCrew0=15
Interval1_0=5.8 <-
Interval2_0=12.9 <-
Interval3_0=10297 <-

I read something about this lines but i dont understend that. There was something like < 33% something 33%> < 66% nad >66%. dont know what is that :/.

Can ony one help with this lines ??
