NYGM 2.0 Manual - huh?

I am confused on this paragraph in the NYGM v2.0 Manual (right after the SH3 Commander paragraphs) shipped with NYGM_TW_V2.2_Full_Version:

Time Compression

In the event you do not use SH3 Commander, after installing the NYGM Tonnage War
mod, you will need to copy the Main.cfg file located in the X:\SilentHunterIII\data\cfg
folder to your C:\My Docs\SH3\data\cfg folder. This will ensure the correct time
compression settings are used. Unfortunately this procedure cannot be automated.

Should that read In the event you do use SH3 Commander...

The NYGM package does not include a Main.cfg so why would you need to copy it if not using SH3 Commander...
