i keep receiving notification that there is no navigation officer at his station but when i ask for a depth sounding he gives it to me because he is at his station.
any explanation for this?

What are you doing when you receive the notification? When I've rec'd those I'm usually issuing some command via keyboard shortcut that I don't realize uses an officer. Though I've never received that message when an officer was actually at their post.
