why are there tons of modern subs in sh4, but none here? why would ubisoft make this game less modable than before, or did they not come over because of the drm?

DRM has nothing to do with it. It's the GR2 file format mostly.

They switched to a very nice system.
Just didn't license/adjust for the tools to release to mod the 3D stuff.
Had they done a custom format then they could have released the proper Tools.
Using stock Gr2 file format pretty much kills any chance of them releasing any tool that mods the files.
