Having some difficulties in the Indian Ocean

I realize that GWX 2.1 is no longer supported, but I've had this career on the go since 1939 and I'm not really inclined to switch over to GWX 3.0 and lose that data. Though I suppose I can always just record the specs I have so far and then start a new career. In any case:

Between patrols (while at base) I cannot change what's uploaded onto my boat by way of torpedoes, and I cannot change any of the boat's equipment: I can't even open the screen to do that. Likewise, I can't do anything with my personnel files. It's as if I've docked at a supply vessel, except right now I'm at Penang.

I tried starting a new patrol from Penang and returning to base, but this didn't 'reset' it. I'm not getting new patrol grids, I've enabled the IO/PO Campaign Files Only GWX-submod just to be sure, disabled all other non-GWX mods, and interestingly enough the game is not telling me that my return to base port is Penang, though my departure point is Penang.
