Setting the Torp ceiling level to avoid Neutrals

I apologize now if this has been mentioned before but I'm currently testing out the minimum ceiling setting of a torp so that it avoids hitting Neutrals.

So far the testing ceilings have been 170 ft and 210 ft however the torp still home in and hit the neutrals.

Surely a torpedo at these depths would not hit a surface ship even if the torps modelled in DW exceed the ceiling by 90ft.
