Sub active intercept performance does not seem to degraded by speed and flow noise. Is this a modeling error in the game or are different acoustic equipment used for active intercepts versus passive?

Active intercept system is not the same as the passive detection system. See for example the AN/WLR-9 that has been deployed on USN subs. Beyond that I don't know about sensor washout or anything else, though I think it came up in the development of LWAMI a few months ago. You may want to do some searching.
