Harbour Traffic Mod and XXI

I saw that in HT 1.47 (standalone) includes Beery's Flottilla 1.44 mod. Does this mean that you cannot get a XXI in April of 1944?

In RuB (which also includes the Flotilla Mod) I read that the XXI is available only for 1-2 missions before the end of the war (April 1945).

This is quite crucial for me, in order to decide if I'm going to install HT 1.47 or not...

Basically, HT mod will not affect the availability dates of u-boats. The flotilla.cfg file of which you refer to is not the file that determines u-boat availability.

I not into realism much, so see the XXI as a "reward" after 40+ long missions, and also as an opportunity for "payback time" during late 1944.

Also another question: Is it safe to install HT in the middle of a career (but not in the middle of the ocean, I guess!)?

As long as you are in port it should be ok

I switched from HT 1.46 to HT 1.47 while in port 3 patrols ago and no problems.
