Video to DVD and subtitles

What would be a good PC-TV card

what I need to do is record a video onto my hard disk.

It is the Russian film "72 Metres" about a sunk Kilo very similar to Kursk but the book was written before the sinking of the Kursk.

Anyway it is in Russian and my wife got the video instead of the DVD in case it wouldn't play.

Now I'd like to add subtitles to the film so my dad can watch it.

Is it possible?
