All, can anyone explain the arrow pointing up and blinking by the captain?

When an officer has received anough XP to earn him the next skill in the skill heirarchy, this pulsating up arrow appears within his avatar icon.
this tells the player that he may go to this officer's customization screen and select a new skill to add to his skillsets this arrow will remain in place as a notification until the player expends all of the available skill XP on a new skill. for example, if the officer has earned 1 XP, the pulsating up arrow appears indicating the officer is ready to be leveled up with a new skill. click the officers avatar picture, go to the customization screen, click skills, and select a desired skill to add to his skillset. this adds the skill, and removes the point. the arrow goes away until more XP is earned. if the officer has multiple XP, the arrow will remain in place until all XP points are spent or all available skills have been added, whichever comes first.
