Where can I get the Decompress Utility?

Link at SubGuru takes me to a dreaded 404 Error.

I want to play with some of the graphics in DW.
Can’t find a place to get it. TIA

LOL So many games. So little time. But I am finding the old stuff...while not having all the chrome has a lot more gameplay.

Actually caregiving for my 98 year old Father and booted up his old putter.
Uboat Hunter is a Slide Show.
So it’s the old classic stuff.

I didn't realize that the link on bills site was dead. Anyway, it's included with the RA mod distribution. Here's my copy:
