"easier" Lazy Watch Officer fix?

Is there some way to fix the "lazy watch officer" behavior...without having to start my installation all over, with the H.Sie patch?
No offense to his fine work...but I'm not looking 99% of what his patch does...and I do not want to start the entire SH3/GWX/ARB/etc., etc. installation all over again (I'm on my 4th install and everything is working fairly well...I want to go sink stuff...not start all over a 5th time)

If the only way to correct this officer's behavior is the H.Sie patch...I guess I will live with it.
