One of the ways to get target speed is the wire method, which works quite well in SH3. It's easy, fast, effective and accurate. Speed is one of the most important data points for an accurate shot, no matter what attack method that's used. The problem is that the formula is set up for metric and SH4 is conventional.
I took Daniel Coffey's dimension sheets from his silhouette work and compiled a length only reference. It's all IJN ships. It's kind of rough, I know I missed some ships, but usable. There's nothing original here. It's a compilation. Feel free to fold, spindle and mutilate. I use Libre Office so its in ODT format. I purposely left in a format that's editable, rather than a PDF.
