So, my ship has taken a pretty good amount of damage. Dove to about 60 meters to attempt to escape a destroyer, wasn't paying attention and hit the ocean floor.
I have an officer and a whole group of petty officers set o damage control. The damage ranges from "minor" to "damaged." Nothing will repair. I do have the correct rooms clicked up in the damage control area. No icon indicating any repair is being attempted. |

Are you on silent running by chance?

that is probably the culprit, when a sub commander orders silent running all noisy activity on the boat is ordered to be stopped. from repairing the main pump, to loading torpedoes, to cooking, running air circulation equipment etc.
ergo, in SH3, if you have silent running enabled, no repairs, no flood water pumping and no torpedo loading will take place until such time that you release the crew from silent running

Possibly. I ended up losing that game, and it might have been in silent running. Either way, the situation was pretty dire.
