When do I get the VIIB?

Honestly- I've googled the heck out of the question and haven't seen any answers- I even looked through THEBERBSTER's big post of tutorials and didn't see any answers. I figured the answer would be out there for me but it simply wasn't, so can you guys answer for me? I'm using TWoS if that matters. And my current campaign log looks like this:


AND to be totally fair to my torpedo accuracy, BdU told me to switch to magnetic detonator, and that produced a lot of duds!!

I got the VII B 11/25/1939. That was my third patrol and I went into scapa flow for a laugh and caused a massive tally of sunk warships there.
