[TEC] Make flak "puffs" show up

Can hear AA shells exploding but the black puffs never appear from sub guns or AI ships guns like in FOTRS. Running TMO and RSRD. Any ideas?

Look and see what CapnScurvy did in FotRSU. I have no idea specifically where to look, but the ammo would seem sensible...
