Double Vision Underwater

Seems to me that at some point in all my recent modding and tweaking, I had clear underwater viewing. Now when I take the camera under the surface, I get double vision when I view my boat.

Did I imagine it? I want to get back to that crisp clear view.

Has anybody addressed this as a mod or posted a tweak?

When I have this annoying effect, I disable the "environmental effects" graphics option from the graphics menu. Not a great change in the candie eye.
