Funny rules to win a grand prize Corvette

I was reading the rules to win two corvettes + $50,000 in cash to pay the taxes with when I ran into this little rule:

If the Conditional Grand-Prize Winner is a Canadian resident, to win, the Conditional Grand-Prize Winner must first correctly answer, unaided, a time-limited mathematical skill testing question administered by telephone.

Somebody doesn't think Canadian's can do simple math
