Electric recharge

Barring fuel efficiency. Does it matter what speed your u boat is going on the surface to recharge the electric batteries?

What is most efficient?

I am in operatin drumbeat, but aircraft are destroying me bad. I can't dive soon enough, never see them until they are seconds from bombing. So I have to spend a l of time underwater

I just want to know which would be best, for my survival. To minimize the amount of time at surface In this area
