Torpedo loadout before start

Any ideas on how to change torpedo loadout before starting the single mission?
For example I want to play with VIIB in 1943 with a T4 torpedo loadout.
I've heard that you can do that in basic.cfg file but it doesn't work for me. Or is that just for campaign?

Anyone know the line in .upcge files to change the loadout for torpedos?
Also i have read somewere that you can adjust internal and external storage in .sim files.
Anyone know how?
