How smart is the enemy AI aircraft?

A few questions here.

-If you are spotted, what is the next step? Does the AI radio other planes, ships, to your location? Do they not bother?

-It seems like I get attacked about %20 of the time when aircraft are spotted. If they don't attack does this mean they aren't carrying any ammo or are empty?

Basically, I want to know how much "Smarts" have been programmed into the aircraft AI. I do have a few mods going as well, if that could be a factor. It's 1939 btw.
