Can't get mods to work

Can't get MODs to work. Installed with JSGME with no errors, but when i
loaded the game it was still that old vanilla game. I have u-boat missions,
pacific wolves version 1.5. Any ideas?

Yes, I had double folders in JSME

Well. i don't have and still no luck. JSGME folder in SH4 parent directory (with executable). JSGME folder contains MODS folder.

What I mean by double folders is a folder within a folder.

For example I use TMO 2.5 when I unzipped it I got a folder called TriggerMaru_Overhaul_2-5 inside that folder is one called 1_TriggerMaru_Overhaul_2-5. that is the one to use not the 1st one.
