New to SH5 and Subsim

Ahoy all!! I just got SH5 a few weeks ago from Amazon. My gf held onto it and made me wait to unwrap it for Christmas, so when I did it was even more special. I've heard all the bad rap about it for years now, so I immediately started getting some mods for it earlier.While I've yet to get all that I want, I do want to simply say thank you to everyone who has made this game more playable and immersive. I've played SH4 for years now, and the ability to actually walk around my very own Type VII just blows me away. That feature itself has actually given me the truest sense of having nothing to do for hours, days, weeks, and even months at a time. And I'm only three days into my first patrol!! One question, though, and I'm sorry if this is the wrong part of the forum to ask this, but: I've found the Open Horizons 2 mod, and want to DL it, but it says, in bold text, that you need to receive permission from the author to use the mod. Does this mean that I need permission to DL it and use it in my game, or is this just for other modders? Thanks again to all for all of your hard work. Long-live SH5!!
