OK, so what exactly is the Crew Berths area? Are there important things there? What skills do I need there? Is that where I'm supposed to put my gun crew? Damage Control team? Deck Watch?

I'm sure there are other ways, but I put my best mechanical and electrical specialists (based on their ratings) in Damage Control and leave them there. I try to hit a balance between those skills and their gunnery skills, because when I have a deck gun, the DC crew is moved down to the DG when we go to battle stations surface. The best gunners are reserved for anti air gunnery. I leave them in the crew quarters until the situcation calls for them. If you leave them on the guns they are susceptible to injury or death from surface fire or even from sub-surface depth charges or aerial bombs when submerged. I'm sure that's a flaw in the basic game, but there it is. You will develop your own crew management skills over time - losing a few crewmen when you didn't have to hurts.

Right, but what I'm looking for is the design theory behind what they've done. Why do they have this compartment with 9 people in it, 3 to a shift? What ratings should I put in there if I want a high efficiency score in that compartment? High Electrical/Mechanical? Does it even matter what my efficiency is in that compartment?
