Estimate range to contact

Its been a while since I played so perhaps I'm missing something.

On my first mission - I use the TDW UI and Real navigation

I'm wanting to do a hydraphone only intercept, and want to do range to contact but for some reason it doesn't let me click it - Any reason?

Also I can't click on the chappy in the port who lets me do upgrades wont let me click on him - how do I get him clickable?
