Type XXI in all Flotillas?

I've searched the threads and, AFAICT, no one has figured out a way to make the Type XXI available to all flotillas (well, at least the Atlantic ones). Is there a way to do this? I know how to change it's availability date but it would be interesting to have it available to all Atlantic Flotillas.

I realize this is completely unreal but I can always choose to purchase it, or not, depending on how "real" I'm playing the current campaign.
