I like to have the option to intercept ships lonely, knowing that transport and sink them or let them go, like a message saying the goods and destination, so to decide whether we sink or follow, provided they are not English or American, since ...., enemies is just a proposal ... thanks friends.

U-boats only really inspected the cargo in the early months/year of the war. After that the threat of air cover or armed merchants made that too dangerous to attempt any longer.
