jsgme /mods/silenthunter 5

haveing downloaded the latest version of jsgme i cannot get the mods to activate in the game.not even in a reinstalled clean game ,what am i doing wrong? i have tryed installing the jsgme to silenthunter5 folder,i have tryed silenthunter5/data,where exactly should the modder be installed to? before activateing the game
mods in the jsgme.? the data file within the game shows the mods file with the mods within but on trying the game the mods are not working,eg in the sub pen the flags are still the "fake" ones, instead of the authentic ones which the mod "open horizons" should contain for instance.any step by step help to resolve this would be appreciated,i am running on windows 7......clubcat
